CITY OF GIBRALTAR REGULAR COUNCIL PROCEEDINGS DECEMBER 15, 2025 The regular meeting of the City Council of the City of Gibraltar convened at 6:30 p.m. in the Council Chambers of the Municipal Building, 29450 Munro Avenue, Gibraltar, MI. 48173 Present: Shumate, Boismier, Cox, Dill, LaPointe, McNabb, Molnar COUNCIL TOOK THE FOLLOWING ACTION: 25-481 Approve the agenda as presented. 25-482 Approve the consent agenda as follows: A) Bills Reference #12, B) Payroll #991, C) City Council Minutes of 12/8/2025, D) City Council Study Session Minutes of 12/8/2025, E) Police Department Report for 12/15/2025, F) Fire Department Report for 12/15/2025, G) Receive & File Communication from Resident, H) Adoption of Wayne County Right-of-Way Permit Resolution. 25-483 Appoint Councilman Boismier as Gibraltar’s liaison to the 33rd District Court. 25-484 Appoint Councilman Boismier as the Council liaison to the Beautification Commission. 25-485 Appoint Councilwoman LaPointe as the Council liaison to the Historical Museum. 25-486 Appoint Councilman Boismier as the Council liaison to the Recreation Commission. 25-487 Appoint Councilwoman LaPointe as Gibraltar’s representative to SEMCOG. 25-488 Appoint City Administrator Witherspoon as the alternate representative to the Downriver Community Conference/Downriver Mutual Aid (DCC/DMA). 25-489 Appoint Councilman Boismier as the representative to the Alliance of Downriver Watersheds (ADW). 25-490 Appoint City Administrator Witherspoon as the representative to the Michigan Municipal League (MML). 25-491 Appoint DPW Director Csont as the alternate representative to the South Huron Valley Utility Authority (SHVUA). 25-492 Appoint Councilman Cox to the Zoning Ordinance Committee. 25-493 Maintain Councilman Molnar as the Council representative on the Dispatch Board of Representatives. 25-494 Appoint Councilman Dill to the Infrastructure Advisory Committee. 25-495 Adopt the 2026-2027 budget timeline. 25-496 Approve the purchase of an Epson Series TM-H6000VI receipt printer. 25-497 Approve the RFP for Engineer of Record Services, changing the due date to 1/28/2026, at 2:00 p.m. 25-498 Enter into Closed Session at 7:13 p.m. for Item D) Request to enter Closed Session per MCL 15.268(e) to consult with the City Attorney regarding trial or settlement strategy re: Tanguay v City of Gibraltar, and for Item G) Request to enter Closed Session to discuss written legal opinion. 25-499 Reopen the regular meeting at 8:31 p.m. 25-500 Accept the recommendation of the attorney as it relates to the settlement of Tanguay v City of Gibraltar. 25-501 Request special investigator Miller Johnson Attorneys to come in to discuss an updated written legal opinion with City Council in a Closed Session on January 12, 2026. 25-502 Adjourn at 8:41 p.m. DETAILED MINUTES ARE AVAILABLE IN THE OFFICE OF THE CITY CLERK OR AT CITYOFGIBRALTARMI.GOV AND CLICK ON “AGENDAS & MINUTES.” Garrett Shumate, Mayor Katherine Tomasik, City Clerk Pub: 1/18/2026
