NOTICE OF PUBLIC HEARING FLYNN DRIVE IMPROVEMENT SPECIAL ASSESSMENT DISTRICT CHARTER TOWNSHIP OF HIGHLAND, OAKLAND COUNTY, MICHIGAN PLEASE TAKE NOTICE that the Supervisor and Assessing Officer of the Charter Township of Highland has reported to the Township Board and filed in the office of the Township Clerk for public examination a special assessment roll covering all properties within the Flynn Drive Improvement Special Assessment District benefited by the proposed project for improvement and maintenance of roads and related services. Said assessment roll has been prepared for the purpose of assessing a portion of the costs of the Flynn Drive Improvement Project for the aforesaid Flynn Drive Improvement Special Assessment District as more particularly shown on the petition request from the owners of more than fifty (50%) percent of the property affected by the Special Assessment District on file with the Township Clerk. PLEASE TAKE FURTHER NOTICE that the assessment within said District is established on the basis of equal share of the project construction costs for each property within the district, with those electing to accept project financing bearing the full cost of banking and legal fees and interest. Those who elected to accept financing will pay 10 equal payments of $1720 per year, payable with the winter tax bill. The Township holds in escrow the prepayment of the assessment of those who elected that option. PLEASE TAKE FURTHER NOTICE that the Township Board will meet at the Charter Township of Highland Township Hall located at 205 N John St., Highland, Michigan at 6:30pm on the 4th day of May, 2026. For the purpose of reviewing said special assessment roll and hearing any objections thereto. PLEASE TAKE FURTHER NOTICE that the owner or any person having an interest in property that is specially assessed may file a written appeal with the Michigan Tax Tribunal within thirty (30) days after confirmation of the special assessment roll. However, appearance and protest at the public hearing on the special assessment roll are required in order to appeal the special assessment to the Michigan Tax Tribunal. An owner or other party in interest or his or her agent may 1) appear in person at the hearing to protest the special assessment or 2) file his or her hearing appearance or protest by letter before the close of the hearing. At such hearing, the Board will consider any written objections to the foregoing matters which might be filed with the Board at or prior to the time of the hearings as well as any revisions, corrections, amendments, or changes to the Special Assessment roll. PLEASE TAKE FURTHER NOTICE that the Peninsula Lake Special Assessment District Roll is on file and may be examined at the office of the Township Clerk during regular office hours from the date of this Notice until and including the date of the public hearing and may further be examined at such public hearing.
