Boulevard Superintendent of Public Works Shepherd, Michigan 48883 Email: dpwsteve@yahoo.com Phone: 989-828-5062 DEADLINE FOR QUALIFICATION STATEMENTS: 4:00 p.m., May 5,2026 DELIVERY OF QUALIFICATION STATEMENT WILL BE BY EMAIL ONLY TO: dpwsteve@yahoo.com PURPOSE: The Village of Shepherd will be accepting statements of qualifications, experience, and interest from qualified engineering consultants for providing preliminary, final design engineering, environmental reviews and permitting services for wastewater system improvements. The Village will be using a Qualifications Based Section (QBS) process. Cost proposals are not requested and will not be considered at this time. PROPOSED PROJECT: The Village wastewater collection system has defects identified via NASSCO certified televised inspections that were completed throughout the collection system. Sewer lining and manhole rehabilitation are needed to maintain structural integrity of the system, improve efficiency, and sustain proper system function for the public. The exact locations of the work scope within the collection system will be identified in the preliminary engineering analysis. The RFQ will be limited to a total of 8 pages The evaluation will be made based upon the following information provided in the RFQ: • Familiarity with the Shepherd Michigan area. • Previous wastewater collection system improvement experience similar in scope and size that has been completed over the past 5 years. Each project listed must provide: community name, project dollar amount, project description, funding source and community contact information. • Firm’s capacity to complete the project. • Qualifications and experience of the project team members proposed for the project. QUESTIONS REGARDING REQUEST FOR STATEMENT OF QUALIFICATIONS TO BE EMAILED ONLY TO: dpwsteve@yahoo.com The Statement of Qualifications will be reviewed and evaluated by the Village Staff. The firm determined to be most qualified will be recommended to the Village Council to complete this assignment. It is the intention of the Village to retain the selected firm in May 2026 for work to be completed by November 2026. The Village reserves the right to accept or reject all RFQ’s, waive any informalities and award the contract to the most qualified firm.
