NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: September 9, 2025 City of Bloomfield Hills 45 East Long Lake Road Bloomfield Hills, Michigan 48304 248-644-1520 On or after at least one day after the end of the comment period the City of Bloomfield Hills will submit a request to the Department of Housing and Urban Development: Detroit Field Office forthe release of Community Project Funding funds under Public Law 118-47 of the Further Consolidated Appropriations Act or Consolidated Appropriations Act 2024, as amended, to undertake the a project known as Chesterfield Road Bridge Improvements for the purpose of rehabilitating the Chesterfield Road Bridge, located between 116 and 148 Chesterfield Road, Bloomfield Hills, Oakland County, Michigan 48304 (Subject Property). Based on the 2022 and 2023 inspections of the Subject Property, the bridge failed the inspection, requiring repair. The Subject Property consists of a double culvert style bridge, with a paved road surface, clad in concrete bag rip-rap, and flanked by standard channeled steel guardrails. Each culvert is lined with an arch of corduroy steel. The corduroy steel lining in each culvert is being to deteriorate from rust damage. The steel lining in each culvert is to be relined with a 3-inch thick geopolymer coating. The proposed geopolymer coating is anticipated to reduce the hydraulic capacity of the culverts, the proposed project plans to install an 18-inch pipe to compensate for the loss in hydraulic capacity in the culverts. The new pipe is to be installed under the road surface on the west side of the Subject Property. The concrete bag rip-rap will be replaced as needed. Finally, the road surface is to be repaved, and new guard rails are to be installed. The proposed project is applying to receive $1,000,000.00 from the U.S. Department of Housing and Urban Development (HUD) Community Project Funding (CPF) Program. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at City of Bloomfield Hills City Hall 45 E. Long Lake Road Bloomfield Hills, MI 48304 or at www.bloomfieldhillsmi.net and may be examined or copied weekdays between 8:30 A.M to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of Bloomfield Hills: Finance Department at 45 East Long Lake Road, Bloomfield Hills, Michigan 48304. All comments received by September 16, 2025 will be considered by the City of Bloomfield Hills prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The City of Bloomfield Hills certifies to the Department of Housing and Urban Development: Detroit Field Office that David Hendrickson, Certifying Officer, in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Department of Housing and Urban Development: Detroit Field Office’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bloomfield Hills to use HUD program funds. OBJECTIONS TO RELEASE OF FUNDS The Department of Housing and Urban Development: Detroit Field Office will accept objections to its release of fund and the City of Bloomfield Hills’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by theCertifying Officer of the City of Bloomfield Hills; (b) the City of Bloomfield Hills has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the Department of Housing and Urban Development: Detroit Field Office; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Department of Housing and Urban Development: Detroit Field Office at 477 Michigan Avenue, Detroit, Michigan 48226.
