NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: January 23, 2026 City of St. Clair Shores 27600 Jefferson St. Clair Shores, MI 48081 586-447-3362 On or about February 3,2026 , the City of St. Clair Shores will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Grant Funds funds under Tile 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Kyte Monroe Universal ADA playground for the purpose installing new playground at Kyte Monroe Park located at 32701 Harper Avenue, St. Clair Shores, MI 48081 estimated project cost of $ 367,287.35. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirement. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at St. Clair Shores City Hall, 27600 Jefferson Avenue, St. Clair Shores, MI 48081 and may be examined or copied weekdays 8 A.M. to 4:30 P.M. Or at https://cpd.hud.gov/cpd-public/environmental- reviews. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the Community Development Department within St. Clair Shores City Hall, attention Ken Blankenship. All comments received by February 2, 2026, will be considered by the City of St. Clair Shores prior to authorizing submission of a request for release of funds. RELEASE OF FUNDS The City of St. Clair Shores certifies to HUD that Dustin Lent in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of St. Clair Shores to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will consider objections to its release of funds and the City of St. Clair Shores certification received by February 3, 2026 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of St. Clair Shores; (b) the City of St. Clair Shores has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to U. S. Department of Housing and Urban Development –Detroit Field Office, Keith E. Hernandez, Director, Community Planning and Development at DetroitCPD@hud.gov.
