Department of Licensing and Regulatory Affairs Corporations, Securities, & Commercial Licensing Administrative Rules for Unarmed Combat Rule Set 2024-44 LR NOTICE OF PUBLIC HEARING Tuesday, September 9, 10:00 AM Jupiter Room 2407 N Grand River Ave., Lansing, MI 48906 The Department of Licensing and Regulatory Affairs will hold a public hearing to receive public comments on proposed changes to the Unarmed Combat rule set. The proposed rules will sanction professional “bare-knuckle fighting” events in the state of Michigan to expand “unarmed combat” opportunities in the state. They will alter deadlines for submitting paperwork to make the approval process for unarmed combat events and contestants more efficient. They will introduce certification requirements for event officials to improve competency and make unarmed combat events in the state safer. They will address discrepancies about weight differentials, professional license requirements, and the use of gloves for Muay Thai contests. By authority conferred on the department of licensing and regulatory affairs by the Michigan unarmed combat regulatory act, 2004 PA 403, MCL 338.3601 to 338.3661a, and Executive Reorganization Order Nos. 2008-4, 2011-4, and 2019-2, MCL 445.2025, 445.2030, and 333.27001. The proposed rules will take effect 120 days after filing with the Secretary of State. The proposed rules are published on the State of Michigan’s website at www.michigan.gov/ARD and in the 9/1/2025 issue of the Michigan Register.
