CITY OF LINCOLN PARK, MICHIGAN NOTICE OF PUBLIC HEARING EXPECTED FUNDING LEVEL & REQUEST FOR INPUT 52ND PROGRAM YEAR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM The City of Lincoln Park anticipates receiving approximately $802,244 in Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) for use during the 52nd Program Year, with an expected performance period of June 2026 through July 31, 2027. Of this allocation, the majority of funds will be available to be distributed among eligible community development activities. The City may also receive additional funding in the form of program income, generated through revolving loan activities such as housing rehabilitation programs, which may be made available for eligible projects. The Five-Year Consolidated Plan governs the allocation of these funds. Federal regulations require that activities funded in whole or in part with CDBG funds meet at least one of the following national objectives: 1. Benefit persons of low to moderate income 2. Prevent or eliminate slum or blighting influences 3. Address an urgent community development need where no other funding is available At least 70 percent (70%) of the total funding must be used to benefit persons of low to moderate income. The City of Lincoln Park encourages residents, community organizations, and other stakeholders to provide comments and feedback regarding community development needs, priorities, and suggestions for how CDBG funds should be used to best serve eligible populations. Public input is an important component of the planning process and helps ensure that funding decisions reflect identified community needs. Following the public input process and review of submitted proposals, a draft Annual Action Plan will be prepared and made available for public comment prior to final approval by the Mayor and City Council.
