CITY OF GIBRALTAR REGULAR COUNCIL PROCEEDINGS APRIL 13, 2026 The regular meeting of the City Council of the City of Gibraltar convened at 6:30 p.m. in the Council Chambers of the Municipal Building, 29450 Munro Avenue, Gibraltar, MI. 48173 Present: Shumate, Boismier, Cox, Dill, LaPointe, McNabb, Molnar COUNCIL TOOK THE FOLLOWING ACTION: 26-099 Add “Re-Appointment to Planning Commission/DDA” to the agenda. 26-100 Add “Appointment to Zoning Ordinance Commission” to the agenda. 26-101 Approve the agenda as revised. 26-102 Receive and file the donation letter regarding the donation of AEDs from the Edelbrocks. 26-103 Approve the consent agenda as follows: A) Bills Reference #19, B) Payroll #1008 & #1009, C) City Council Minutes of 3/23/2026, D) Recreation Commission Minutes of 3/24/2026, E) Police Department Report for 4/13/2026, F) Fire Department Report for 4/13/2026, G) Fire Department Communication – 1-Year Anniversary of Firefighter/EMT Fort, H) Transfer Resolution – Major & Local Roads to General Fund 3 rd Quarter, I) Transfer Resolution – Water Operations to General Fund 3 rd Quarter. 26-104 Approve GFD personnel to participate in the annual Rockwood Memorial Day parade 5/25/2026. 26-105 Approve the purchase of 26 sets of firefighting gloves and 6 new helmets with shields from MacQueen, due to it being the low bid. 26-106 Approve a temporary one-year waiver of business license renewals for 7/1/2026-6/30/2027, excluding any new business licenses or licenses currently in process. 26-107 Approve the 3 rd quarter budget revision for FY 2025-2026. 26-108 Allow Councilwoman LaPointe to abstain from the upcoming vote regarding the annual employee pension contributions for FY 2025-2026 due to her husband benefitting from the pension. 26-109 Approve the annual employee pension contributions for FY 2025-2026. 26-110 Approve the 3-year safety test by MEI for the City Hall elevator. 26-111 Approve the emergency pump repair by Kennedy Industries. 26-112 Approve the retention of Steven H. Schwartz of Steven H. Schwartz & Associates, P.L.C. as Labor Attorney. 26-113 Enter into Closed Session at 7:22 p.m. for the performance review of City Administrator Rachel Witherspoon, as she has requested a Closed Session. 26-114 Reopen the regular meeting at 8:34 p.m. 26-115 Reappoint commissioner B.
