CITY OF GIBRALTAR REGULAR COUNCIL PROCEEDINGS APRIL 27, 2026 The regular meeting of the City Council of the City of Gibraltar convened at 6:30 p.m. in the Council Chambers of the Municipal Building, 29450 Munro Avenue, Gibraltar, MI. 48173 Present: Shumate, Boismier, Dill, LaPointe, McNabb, Molnar Absent: Cox COUNCIL TOOK THE FOLLOWING ACTION: 26-125 Excuse Councilman Cox as absent. 26-126 Approve the agenda as presented with the addition of item K to New Business: “Closed Session to review & discuss a written legal opinion from the City Attorney per MCL 15.268(h)”. 26-127 Approve the consent agenda as follows: A) Bills Reference #20, B) Payroll #1010, C) City Council Minutes of 4/13/2026, D) Special City Council Minutes of 4/13/2026, E) Recreation Commission Minutes of 4/7/2026, F) Police Department Report for 4/27/2026, G) Fire Department Report for 4/27/2026. 26-128 Approve the Agreement for Professional Engineering Services with Fleis & VandenBrink. 26-129 Approve amendment number 5 of the Collins Engineering contract for annual bridge inspections. 26-130 Approve the Wade Shows agreement for the 2026 July 3 rd & 4 th carnival. 26-131 Authorize the City Clerk to attend the 2026 Michigan Association of Municipal Clerks Annual Conference in Kalamazoo, June 16-19, 2026. 26-132 Reschedule the second regular City Council meeting in May to Tuesday, 5/26/2026 at 6:30 p.m. due to the Memorial Day holiday. 26-133 Rescind Resolution #26-106 adopted at the April 13, 2026 City Council meeting in relation to business license renewals. 26-134 Approve a temporary one-year waiver of business license renewals for the licensing period of July 1, 2026 through June 30, 2027, and to extend the expiration date of current 2025–2026 licenses to June 30, 2027, while continuing to require licenses for new businesses and those with a change in ownership. 26-135 Approve the payment of Kennedy invoice #0069700 for the emergency repairs to Pump #3 at the lift station. 26-136 Approve the HRA deductible for City employees. 26-137 Postpone item G) Department Head Reviews until the 5/11/2026 Council meeting. 26-138 Schedule monthly study sessions at 5:30 p.m. prior to the second Council meeting of each month. 26-139 Postpone item I) Special Events Policy & Permit until the 5/11/2026 Council meeting. 26-140 Cancel the May 4 th , 4:00 p.m., study session. 26-141 Enter into Closed Session at 7:08 p.m. to review & discuss a written legal opinion from the City Attorney per MCL 15.268(h). 26-142 Reopen the regular meeting at 7:40 p.m. 26-143 Based on the recommendation of Chief Bullard and the City Attorney to request the City Attorney to file a circuit court action for a public nuisance/abatement. 26-144 Adjourn at 7:46 p.m. DETAILED MINUTES ARE AVAILABLE IN THE OFFICE OF THE CITY CLERK OR AT CITYOFGIBRALTARMI.GOV AND CLICK ON “AGENDAS & MINUTES.” Garrett Shumate, Mayor Katherine Tomasik, City Clerk Pub: 5-17-2026
