CITY OF CLARE PUBLIC NOTICE REQUEST FOR QUALIFICATIONS (RFQ) IP3 Road and Infrastructure Project Notice is hereby given that the City of Clare is soliciting competitive proposals from licensed, qualified, and experienced engineering firms to provide professional and technical services for the City’s South Industrial Park (IP3) roadway and infrastructure project. Services may include, but are not limited to: • Preliminary design and engineering reports • Final design • Permitting • Construction administration • Construction inspection services The City of Clare intends to apply for grant funding through the U.S. Department of Commerce Economic Development Administration (EDA) for the construction of this project. The city seeks firms with demonstrated experience successfully assisting local governments with federally funded infrastructure and economic development projects. Firms responding to this RFQ must follow all instructions contained in the RFQ document, and proposals must be submitted in the format specified therein. Copies of the RFQ are available on the City’s website at cityofclare.gov or may be obtained from the Office of the Clare City Clerk by calling (989) 386-7541 to request a copy by U.S. mail, email, or fax. Questions regarding this RFQ must be submitted in writing to the City Manager’s Office no later than 2:00 p.m. EST on June 15, 2026. Responses to substantive questions may be issued in the form of an addendum to the RFQ. Completed proposals must be clearly marked: “IP3 Road and Infrastructure Project RFQ” and submitted to: City of Clare Attn: City Clerk 202 W. Fifth Street Clare, MI 48617 Proposals are due no later than 2:00 p.m. EST on June 18, 2026. Late submissions will not be accepted. Electronic submissions will not be accepted unless otherwise stated in the RFQ. The anticipated project schedule includes consultant selection during Summer 2026, with design and permitting activities to follow pending award of EDA funding. The selected firm will be required to comply with all applicable federal, state, and local requirements associated with EDA-funded projects, including applicable procurement, contracting, reporting, and labor standards requirements. The City of Clare reserves the right to reject any or all proposals, to waive irregularities in the submission process, and to accept the proposal deemed to be in the best interest of the City.
