ADVERTISEMENT FOR BIDS City of St. Clair Shores Senior Center Athletic Court Invitation to Bid (This is a Federally funded project through the Community Development Block Grant Program) 1. RECEIPT OF BIDS City of St. Clair Shores, the Owner, will receive sealed Bids for construction of the Senior Center Athletic Courts Site Improvements at the offices of the City Clerk, City of St. Clair Shores, 27600 Jefferson Avenue, St. Clair Shores, Michigan, 48081 until February 24, 2026, at 10:30 a.m., local time. No Bids will be received after that time. Bids will be publicly opened and read aloud at that time and place. Sealed bids shall be submitted to the City Clerk by the date and time specified and shall be marked on the outside “Sealed Bid for Senior Center Athletic Courts Site Improvements”. Submit one (1) original and one (1) electronic copy of the entire bid proposal. 2. SCOPE OF PROJECT This Project consists of furnishing all supplies for and constructing improvements to the Senior Center athletic courts, specifically replacement of the bocce ball courts. 3. FINANCING The Project will be financed with local funds and grant funds. Grant funding for this Project will come from a Community Development Block Grant (CDBG). The Contract Documents reflect the agency’s requirements of the Contractor to fulfill the criteria of the CDBG. 4. ISSUING OFFICE Bidding Documents are being issued from Fishbeck’s Farmington Hills office. Bidders should direct questions and correspondence to that office. Questions, comments, or concerns of any Bidder regarding bidding, the Contract Documents, or the Project should be submitted in writing (via email) at least 10 days prior to the date specified for the opening of Bids. EXAMINATION OF DOCUMENTS Bidding Documents may be examined at the offices of the City Clerk, City of St. Clair Shores, 27600 Jefferson Avenue, St. Clair Shores, Michigan, 48081. 6. OBTAIN BIDDING DOCUMENTS Bidding Documents may be obtained online through Michigan Intergovernmental Trade Network (MITN) at www.bidnetdirect.com/mitn. Obtaining Bidding Documents from any source not identified herein may result in failure to receive addenda, corrections, or other revisions that may be issued. Bids may be rejected unless submitted using the forms included in the Bidding Documents. 7. BID SECURITY Bid security in the amount, form, and subject to the conditions provided in the Instructions to Bidders must be submitted with each Bid. 8. WITHDRAWAL OF BIDS Bids may not be withdrawn for a period of 60 days after the actual date of opening thereof. This time period may be extended by mutual agreement of the Owner and any Bidder or Bidders. 9. RIGHT TO REJECT BIDS The Owner reserves the right to waive any irregularities and to reject any and all Bids. 10. PREBID CONFERENCE A prebid conference will be held on Monday, February 9, 2026, at 2:00 p.m. local time virtually via Zoom. AWARD OF CONTRACT The right to accept any bid in whole or in part, to reject any or all proposals in whole or in part, and to waive irregularities in bidding is reserved by the City of St. Clair Shores. Portions of this Contract may be deleted due to unforeseen circumstances without compensation. Acceptance of any bid does not constitute a binding agreement until a written Contract is signed by both parties. Federal financial assistance from the Community Development Block Grant Program (CDBG) is being provided for this project and thus all contractors are required to comply with applicable federal guidelines and requirements. 12. COMPLIANCE WITH BUILD AMERICA BUY AMERICA ACT This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022. 13. COMPLIANCE WITH EQUAL EMPLOYMENT OPPORTUNITY, AFFIRMATIVE ACTION, AND SECTION 3 Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin, in accordance with Executive Order 11246 Equal Employment Opportunity and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity, and that the contractor will comply with Section 3 of the Housing and Urban Development Act of 1968, as amended. 14. COMPLIANCE WITH DAVIS BACON, ANTI-KICKBACK ACT, AND OSHA The Contractor and sub-contractors must comply with Davis Bacon Act July 2nd, 1964 (Title 40§ 276A), all United States Department of Labor Regulations and standards Title 29, 1, 3 and 5, Title 18, U.S. C., Section 874 known as “Anti-Kickback Act,” and the Federal Occupational Safety and Health Act of 1970. 15.0COMPLIANCE WITH SAM AND UEI Unless exempt from these requirements under OMB guidance at 2 CFR Part 25 (e.g., individuals), applicants must: 1. Be registered in the System for Award Management (SAM) prior to submitting a proposal under this announcement. SAM information can be found at sam.gov, 2. Maintain an active SAM registration with current information at all times during which it has an active federal award or an application or proposal under consideration by a federal awarding agency, and 3. Provide a valid Unique Entity Identifier (UEI) number in each application or proposal it submits to the agency. Unique entity identifier means the identifier required for SAM registration to uniquely identify business entities. Applicants shall register as an entity or request a UEI number, at no cost, by visiting the SAM website at www.sam.gov. If an applicant fails to fully comply with these requirements by the time the contract is ready to be awarded, it may be determined that the applicant is not qualified to receive an award and use that determination as a basis to make an award to another applicant.
