PUBLIC NOTICE CHARTER TOWNSHIP OF CLINTON MACOMB COUNTY, MICHIGAN ANNUAL ACTION PLAN 2026-27 FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2026-27 AND HOME FUNDS The Township of Clinton anticipates an award of approximately $585,000 from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG) Program. Additionally, the Township is anticipating receiving approximately $350,000 of Home Investment Partnership Funds through the HOME Consortium. Also, the Township anticipates 2026 Program Income of approximately $75,000 in the current federal fiscal year which will be reapplied to the Housing Rehabilitation Program and 2026 Program Income from Heritage Estates in the amount of approximately $47,000 which is included in the programming proposed below. If the amount allocated by HUD varies from the estimates used in planning this budget, the “Administration/Planning” activity will be increased/decreased such that the Administrative budget equals but does not exceed 20% of the 2026-27 allocated funds. The Public Service Activities will not decreased unless the allocated funds are low enough that the total budget of these activities exceeds 15% of 2026-27 allocated funds. If this occurs, each Public Service Activity will be decreased by an equal percentage to get the sum of these activities below the 15% public services cap. Finally, the budget for the Housing Rehabilitation activity will be increased/decreased to offset the remaining difference from the anticipated budget. The primary national objective of the HUD grant is the development of viable urban communities by providing decent housing and a suitable living environment as well as expanding economic opportunities for persons of low- and moderate-income. Consistent with this objective, the Township of Clinton proposes the following budget be established for the administration of the CDBG Program for the 2026-27 fiscal year. MACOMB COUNTY HOME CONSORTIUM The Township of Clinton expects to receive $350,000 from HUD for its share of the approximate $1,850,000 HOME Program allotment to the Macomb County HOME Consortium. The Consortium operates under a cooperative agreement between the County of Macomb, the Charter Township of Clinton, the City of Sterling Heights and the City of Roseville. The County of Macomb is the lead agency and recipient of the funds. The Township of Clinton’s goals for the HOME partnership are: the encouragement of home ownership among very low-, low- and moderate-income households by providing opportunities to purchase affordable, decent, safe and sanitary housing; preservation of existing single-family housing stock; preservation of existing single-family neighborhoods, and development of cooperative efforts to provide shelter, support services and homelessness prevention services for the homeless. 2026 MACOMB HOME CONSORTIUM PROGRAM ACTIVITIES This Program provides decent, affordable new housing to low- and moderate-income persons and includes housing rehabilitation. 2026 HOME BUDGET $ 350,000 2025 HOME Entitlement for Clinton Township.
